The voters of Pine-Strawberry Fire District approved a six-million-dollar General Obligation Bond in November 2025, in part, to fund the construction of a new Fire Station in Pine, Arizona. The District has acquired a two-acre parcel of land on which to build the station and anticipates posting a Request for Qualification for architectural services in the near future.
Ahead of posting an RFQ, we are seeking informational in-person presentations on the processes relative to designing, preparing for, and building a safe, efficient, and cost-effective station for our 24/7 professional Fire, EMS, Administration, Training, and Fire Board operations, now and into the future, from interested firms with demonstrable experience designing or designing and building rural fire stations and working with Special Taxing Districts.
Since the needs and requirements of a fire station in a rural, wildland interface, four season community at 5300 ft elevation under the Mogollon Rim are unique, we are asking that interested firms with experience in these areas contact Pine-Strawberry Fire District with available presentation dates, available times, and contact information. We anticipate that we will invite interested respondents to make presentations to the Fire Board at a Special Board Meeting for pre RFQ presentations, tentatively, on Tuesday August 18, 2026, beginning at 2:00 P.M.
The Board would entertain responses from experienced design only and design-build firms.
Presentations should address:
1) Statutory regulations relating to design/design-build applicable to a title 48 Fire District and particularly the RFQ process and your role in it
2) What we can expect from an architectural firm during planning and construction of a fire station
3) Affordable ways to make the station a model of both structural and wildland fire resistance for our community
4) Potential timelines
5) Experience we should expect an architectural firm to have in building community fire stations, particularly in a rural setting and on a limited budget
6) What we should anticipate in site and infrastructure preparation
7) How we can anticipate reasonable design costs and additional charges or fees
8) Any other information that would be helpful in drafting an RFQ for architectural services
